President
Brian McDonald, Ed.D., was Superintendent of the Pasadena Unified School District from 2014 to 2023. He is an educational leader, adjunct professor, and a former principal and classroom teacher who was dedicated to providing an excellent educational experience for 15,000 PUSD students at 23 schools.
Under his leadership, PUSD received major federal grants that created seven magnet schools, expanded dual-language immersion programs to four languages (Armenian, French, Mandarin, and Spanish), developed a nationally-acclaimed math academy for accelerated learners, launched an innovative computer science academy, and augmented college dual- enrollment programs. Vibrant visual and performing arts and STEM programs are thriving with deep connections to the Pasadena area’s rich cultural and scientific resources. With a strong focus on the social-emotional well-being of its students, PUSD is one of the only school districts with its own mental health department and was the first in the state to adopt a wellness policy.
Dr. McDonald led the development of a robust graduate profile, adopted in 2014, that created a shared vision for the cognitive, personal, and interpersonal competencies that students should have when they graduate. To graduate, 12th grade students must prepare and present a senior portfolio reflecting their learning, skills, and interests.
To balance the goals of optimizing the educational experience of its students with the budgetary constraints of statewide declining enrollment, Dr. McDonald led a reorganization, implemented a strategic budgeting process, and made painful but necessary budgetary reductions including the closure of four school campuses.
Early investments in 1:1 technology devices for students along with robust networks of instructional coaches and a teaching corps that recently completed a rewriting of the curriculum meant that PUSD was able to quickly shift to remote learning during the COVID pandemic. Vigorous emergency planning ensured that student meal service continued and that vaccines were administered as soon as they became available in January 2021.
Dr. McDonald collaborated extensively with parents, employees, and community partners to accelerate improvements and target resources to close achievement gaps between groups of students.
In November 2020, voters approved Measure O, the $516.3 million bond to increase student access to technology and upgrade classrooms and schools. In 2018, Pasadena voters approved a $21 million sales tax measure, resulting in the district receiving $7 million in additional revenue each year.
Dr. McDonald joined PUSD as Chief Academic Officer in October 2011. He has a Bachelor’s degree from the University of Houston, a Master’s from Texas Southern University, and a Doctorate in Educational Leadership from Sam Houston State University. He also served as an adjunct professor at Azusa Pacific University.
Sally Rabi, PhD
Dr. Sally Rabi is a distinguished educator with over 25 years of research and practical experience in education reform, teacher education, and curriculum development. Her extensive expertise has enabled her to develop cutting-edge strategies and methodologies to optimize teaching and learning outcomes both in the United States and abroad. She has held diverse roles across various educational sectors, encompassing public service, private enterprise, and non-profit organizations. In addition to her position at Caledonia Talent and Consulting Solutions, she serves on the boards of several organizations, focusing on educational non-profits dedicated to transforming education technology, promoting social-emotional learning, and advancing educational leadership.
With a focus on developing teacher education preparedness programs, Dr. Rabi has led initiatives that emphasize innovative best practices and effective classroom management techniques. She has spearheaded strategic education reform projects that involved digitizing and designing instructional materials as well as developing customized educational capacity building programs focused on both the building of teaching capacity and educational leadership.
Dr. Rabi’s collaborative approach has fostered partnerships with diverse stakeholders, including school districts, Ministries of Education, and institutes of higher education. Through her efforts in professional development and capacity building, she has equipped educators with the tools and knowledge necessary to navigate the evolving educational landscape. Dr Rabi has a doctorate degree in Education Capacity Building, a master’s in Curriculum, Instruction and Assessment and a bachelor’s in English for Special and Applied Purposes.
Carol Headley
Carol Headley has been in the field of education for more than forty years serving as a highly successful high school Spanish teacher as well as college and career counselor.
Carol successfully recruited primarily Special Education teachers from Jamaica to work in the Special Education Department of school districts in the United States. Carol has built out a diverse and robust system of contacting and screening teachers, including informing them about the program, guiding them through the application process, liaising with the school districts and offering relevant support to the successful applicants after they were hired.
Carol is passionate about the quality of teaching given to students, especially those in under-served communities and continues to serve as a mentor to many of the teachers she recruited.
Mercedes Santoro, Ed.D.
Mercy is a visionary, hands-on and highly motivated leader with a track record for defining, building, and optimizing programs, communications, services and operations in the public sector. Her reputation for achieving organizational excellence using exemplary leadership principles to engage staff, teams, stakeholders and constituents of all ages is underscored in her nearly 30 years of career accomplishments. Mercy’s human-centered approach to leading and managing has continuously resulted in improved business practices, including increased staff performance, effective and efficient program management, and alternative funding/revenue generation to sustain and grow services/programs.
By putting people first and embracing the Disney principle, “the frontline is the bottom-line,” Mercy’s style of leading by example and hands-on coaching/mentoring, has expanded services and measurably improved the utilization of services/programs. Her experience as a communications strategist has increased brand recognition of the organizations she has served through awards, evaluation findings, and partner involvement.
In 2023, Mercy led a cross-functional team in winning LA County’s coveted Golden Eagle Award by improving systems to expand employment placements for over 400 youth in Parks, with over 100 youth earning entry level employment opportunities at the conclusion of their work experience program. She too led her team in growing the attendance from the nationally recognized Parks After Dark prevention program from 130,000 participating in 2022, to over 400,000 in 2023. In 2024, the Our SPOT Teen Center program she co-created expanded to 16 sites offering youth safe havens across the County as a result of expanded funder engagement. LA County Public Health identified Our SPOT Teen Centers as an effective prevention program in 2024.
Mercy’s focus on collective impact work has influenced how she approaches partnerships, which resulted in the creation of Collaborate PASadena, a multi-jurisdictional initiative now in its tenth year of existence. This initiative draws from the community school’s framework and sets out to enhance outcomes for children and youth in the cities of Pasadena, Altadena and Sierra Madre. Since 2020, Mercy has served as the co-chair for the Juvenile Justice Coordination Council spending allocation committee. As co-chair, Mercy has the responsibility of leading an annual update of the Comprehensive Multi-Agency Juvenile Justice Plan to inform funding recommendations to allocate over $64M in grants annually to support the continuum of care to ensure at-promise-youth and their families thrive.
Mercy’s undergrad studies are in English Literature from Cal State San Bernadino, and she earned a Master of Science Degree in Child Development from the University of La Verne. Mercy completed post-master’s studies in anti-bias work at Pacific Oaks College and earned her Ed.D. in Organizational Leadership at the University of La Verne. Her dissertation, naturally trauma-informed: a mixed methods case study of trauma-informed care training for frontline parks and recreation staff working in urban after-school programs. Most recently, Mercy participated in Appreciative Inquiry in Positive Business and Social Change from Weatherhead School of Management at Case Western Reserve University to create more depth in her change management work and leadership.
Ben Drati, Ed.D.
Vice President of Strategic Partnerships
Ben Drati, with 26 years of experience in education, brings a unique perspective as both an immigrant and a refugee from Uganda. His journey through the American public education system began at the age of 9 as a student and evolved into roles such as a high school chemistry teacher, vice principal, principal of a 3000-student high school, assistant superintendent, and eventually superintendent of both Santa Monica-Malibu Unified and Bellflower Unified. Dr. Drati’s comprehensive understanding of the education system spans from operational management to community engagement. His leadership approach is centered on collaboration, transparency, and strategic planning to drive continuous improvement and enhance student outcomes with a focus on championing diversity, equity, and student-centered governance. During his time at Santa Monica-Malibu Unified, Dr. Drati led a diverse community of approximately 9,600 students and 1,400 staff across various school types, showcasing his ability to navigate and excel in different educational environments. Transitioning to the role of superintendent at Bellflower Unified School District in January 2023, he led a district of 10,000 students, positioning the district for ongoing progress and achievements. Dr. Drati’s tenure at Santa Monica-Malibu marked notable accomplishments, including outstanding student performance, a substantial increase in local funding to support the general budget, and the successful passage of a $680 million capital bond. His adept leadership also guided the district’s transition from a state-aided district to a Basic Aid district, highlighting his agility and strategic prowess in overcoming challenges.
